The PACS Programme is supported by the Department For International Development (DFID), the UK government department working to promote sustainable development and eliminate world poverty.Read an interview with the head of DFID India, Susanna Moorehead, about the organisation's involvement with the PACS Programme.

DFID works on the basis of two important policy documents of the UK government on international development:

  • The 1997 White Paper, which sets out the UK government’s policies to achieve sustainable development on this planet. Download this paper in PDF format .

  • The 2000 White Paper, which sets out an agenda to ensure that the new wealth, technology and knowledge being generated through globalization brings sustainable benefits to people who live in extreme poverty. Download this paper in PDF format.

The 2000 White Paper spells out the UK government's commitment to focus all its development efforts on the achievement of the following internationally agreed Millennium Development Goals (MDGs) by 2015:

  • Eradicate extreme poverty and hunger.
  • Achieve universal primary education.
  • Promote gender equality and empower women.
  • Reduce child mortality.
  • Improve maternal health.
  • Combat HIV/AIDS, malaria and other diseases.
  • Ensure environmental sustainability.
  • Develop a global partnership for development.

Working towards these goals, DFID has concentrated its assistance in the poorest countries of sub-Saharan Africa and Asia. It also contributes to poverty reduction and sustainable development in middle-income countries.

DFID works in partnership with governments committed to the MDGs, with civil society, the private sector and the research community. It also works with multilateral institutions, including the World Bank, United Nations agencies and the European Commission.

DFID has headquarters in London and East Kilbride, offices in many developing countries, and staff based in British embassies and high commissions around the world.
